(In human-computer interaction, computer accessibility (also known as accessible computing) refers to the accessibility a computer system to all people, regardless of disability or severity of impairment. It is largely a software concern; when software, hardware, or a combination of hardware and software, is used to enable use of a computer by a person with a disability or impairment, this is known as Assistive Technology.)
This definition is taken from Wikipedia and sums up the problems that web designers and software designers have to deal with.
Web accessibility means that people with disabilities can use the Web. More specifically, Web accessibility means that people with disabilities can perceive, understand, navigate, and interact with the Web, and that they can contribute to the Web. Web accessibility also benefits others, including older people with changing abilities due to aging.
Much has been written about this subject and W3C have produced a working draft on the subject, see below...

The Web Content Accessibility Guidelines 2.0 Checklist serves as an appendix to Web Content Accessibility Guidelines 2.0 [WCAG20]. It lists all of the success criteria from WCAG 2.0 in a checkable list. The level of each success criterion is provided as well as a link to WCAG 2.0 for more information for each success criterion. For many readers, the Checklist provides a quick reference and overview to the information in WCAG 2.0.

To meet these guidelines is the challenge that all Web designers must realise, as well as the importance of constantly reviewing output and being prepared to change and adapt as needed. We all need the world to be accessible.
