(G) Tests - to be read in conjunction with the ISA Test Regulations. 

20. Procedure.
(i) The ISA Tests shall be conducted by NSWISA in conjunction with the Affiliated Clubs.

(ii) A Test Organiser for each Affiliated Club shall be approved by the N S W Ice Skating Association Inc and must be a full financial member of this Association with full insurance. The Test Organiser shall establish the time schedule for any test session conducted by the Club, as well as any priorities to be followed by candidates desiring to take such tests, subject to the limitation that the privilege to take such tests shall not be unreasonably withheld from NSWISA members in good standing with the NSWISA. Late night tests are not generally considered appropriate for either skaters or judges.

(iii) All or any portion of any expenses incurred by an Affiliated Club in holding tests, with the exception of Judges travel, may be assessed by the Club and charged to the candidate skating such tests.

(iv) A candidate who is a member of the NSWISA, and who wishes to take a test, shall apply to the Test Organiser of their Home Club.

(v) Candidates holding membership in more than one NSWISA Affiliated Club shall designate one of these as their HOME CLUB, and be Governed by the Test Rules and Bye-Laws of the NSWISA and the Bye-Laws of the Home Club.

(vi) A candidate wishing to take a test at any rink, other than their Home Club rink, shall obtain and present written permission from the Test Organiser of their Home Club.

(vii) The Test Organiser shall be responsible for verifying the eligibility of a candidate applying to do a particular test.

(viii) The names of the judges officiating at the test session shall not be divulged prior to the test session.

21. Eligibility.

(i) The official tests of the ISA may be taken by all figure skaters who are current financial members of a State Association, as well as by members of a member association of the ISU and by Professionals in Skating.

(ii) Each NSW candidate must be a current financial member of the NSWISA with insurance before taking a test.

(iii) A candidate shall not be eligible to take a higher test until all the preceding tests in the same category have been passed. A certificate or other satisfactory evidence of the highest test previously passed shall be presented before a test is scheduled.

22. Repeats of failed tests.

A candidate who has failed a test shall not be entitled to be judged again for that test prior to the 28th day following the failed test. ( ISA Rule 404.)

23. 0fficials.

(i) One of the judges shall act as Referee and shall assume charge of the conduct of the test, and shall decide whether the ice and arena conditions are suitable for holding a test. Wherever possible the Referee should be the most senior judge present. The Referee will determine the order of skating for tests.

(ii) For all tests, the Judges shall be selected by the Test Organiser from the current lists of qualified judges approved by the Association, and should inform the Convenor of the Judging Committee at least five days prior to the tests being conducted.

24. Records.

(i) The Test Organiser shall make a report to the State Secretary certifying whether such tests were passed or failed. The same person shall also forward to the State Secretary at the same time the appropriate fee for each test taken, cheques being made payable to the New South Wales Ice Skating Association Inc. The complete report, together with the fees shall be forwarded within 14 days after the date on which such tests were held. Reports forwarded after such 14 day period, but within 30 days after the date of tests shall be accompanied by a delayed report penalty of $2.00 per test, paid by the Club holding the test. An additional penalty of $2.00 per test shall be payable for each 14 day period thereafter during which the report is not forwarded. Failure of the Club to pay the penalty fee shall be grounds for suspension of the Club from conducting further tests until such penalty is paid. Failure of a Club to report tests within 60 days shall be grounds for suspension of the Club from conducting further tests for a specified period of time.

(ii) The report shall be completed in all details as required on the Official form.

(iii) The report shalt he prepared in duplicate. The original sent to the office of the State Association together with the individual Test Judging Sheets for each Judge, plus judging sheets for any trial judge within 14 days, and the copy retained in the files of the Test Organiser of that Club.

25. Accidents.

The State Association and its Affiliated Clubs holding tests undertake no responsibility for damages or injuries suffered by the candidates. As a condition of and in consideration of the acceptance of Weir applications all candidates and their parents and/or guardians shall be deemed to have agreed to assume all risks or injury to the candidate’s person and property, resulting from, caused by or connected with the conduct and management of the test, and to release any and all claims against their officers. Applications shall be accepted only on the foregoing conditions.

26. Conduct

(i) Candidates are bound to obey implicitly the instructions of the officials in charge of fhe tests, and at all times observe and comply with the Association's Code of Ethics. A candidate (parent or coach) who, directly or indirectly, or in writing, expresses themself in any improper runner regarding the officials or their decisions, or the marking of the judges, may be suspended or excluded from further tests.
 

(ii) 
Previous to each performance before the Judge, the name of the candidate shall be called. Failure to appear within two minutes after their name has been called will cause that part of the test for which the candidate has been called to be marked as "not skated". The Referee may, for good cause, modify the strict interpretation of this rule.

27. Organisation.

(i) Test applications will close with the Test Organiser of the Affiliated Club at the time designated by the Club. Applications received after the posting of the list of candidates will be scheduled for the next test session where possible.

(ii) Applications must be signed by a Professional Coach, unless exceptional circumstances apply, in which case a written explanation must be submitted with the test application form. The NSWISA reserves the right to decide the acceptability of such applications.

(iii) Applications must be forwarded to the Test Organiser of the member's Home Club, and must be accompanied by, the appropriate test fee. Applications will be dealt with in the order in which they are received. Should a situation arise where the numbers of tests are greater than the ice availability in any given Test session, the NSWISA or its Affiliated Club reserves the right to defer unscheduled tests to a later date or to another rink.

(iv) Test applicants must be current financial 8 insured members of the NSWISA, either Futl, Junior, Precision or Professional. Proof of Membership must be shown before the candidate is allowed to take the test. Membership of the NSWISA may be accepted at the time of application for the test.

(v) The Test Organiser shall post on the noticeboard a provisional skating order five (5) days prior to the test date. The notice must specify the skating order is provisional and subject to change.

(vi) Upon applying to skate a test, a candidate must be prepared to skate the test on the scheduled date. An unnecessary amount of time, effort and money has been expended in coping with failed and withdrawn tests and every effort must be made to overcome this problem. Please bear in mind the demands on Judges' time and on the ice time provided by the rinks.
It is the responsibility of every coach to ensure that the Test application is completed correctly and that the candidate is ready for the test at the time of the application. Test applications should not be submitted hoping that the candidate will be ready by the time the test is scheduled.

(vii) Candidates withdrawing from tests will forfeit the test fees unless exceptional circumstances apply. A doctor's certificate should be submitted in the case of illness or injury. The NSWISA reserves the right to decide on the acceptability of the circumstances claimed as "exceptional".

(viii) It must be recognised that all NSWISA Officials, Test, Organisers, Club Representatives and Judges act in an honorary capacity and that firm rules apply for tests. A test may not be accepted unless aH relevant criteria are met.

(ix) Any replacement pin may be available at a cost to be determined by NSWISA
